Every1000th visitor gets a free dollar. On the 10th of every month every 1000th visitor gets $10. The only requirement is that you have a valid email address because all money is sent using paypal. Information about it is on their FAQ page.

Yep, I was right... the site doesn't ever get enough visitors per day to get away any money. Guess they're going to have to change it to: literally every 1,000th visitor.
